On September 3, 2012, with a joint ministerial decision, the branch of the university was established in Aflou, which was officially inaugurated on Tuesday, October 9, 2012, by the former governor of Laghouat, Mr. Youssef Charfa, in the presence of the President of Amar Thelidji University in Laghouat, Professor Jamal Ben Bartal, and with the participation of the Director of Planning and Supervision at the Ministry of Higher Education and Scientific Research. It was managed for two academic seasons by Dr. Boudaoud Hussein, who was succeeded by professor: Tahari Abdelkrim in its management starting from the academic year 2014/2015 until today.
The branch was upgraded to a university center according to Executive Decree No. 16-230 dated September 1, 2016.
On the occasion of the 66th anniversary of Student Day, the Governor of Laghouat Province announced on May 19, 2022, the naming of the university center in Aflou after "Hero of the Popular Resistance El-Cherif Bouchoucha."
